LESA, the Local Enforcement Systems Agency, runs Malta's local enforcement. It took over the work of the old local wardens, and handles most road collisions, towing, parking and traffic fines (called contraventions), and traffic management. Each office has its own line:

Accident in Malta: who do you call?

It depends on what kind of collision it is, because LESA and the police don't come out to every crash.

Someone is hurt, in danger, or the road is blocked. Call 112 for an ambulance and the police. Call the police too if you think a serious offence has been committed, for example a driver who seems drunk, or if government property such as a traffic light or wall has been damaged.

A front-to-rear collision with no injuries (one car drives into the back of another). You don't need to call LESA or the police. Fill in the accident form (the "Statement of Facts", also called the front-to-rear form) at the scene with the other driver, then tell your insurer.

Any other collision with no injuries, such as a side impact, a crash at a junction, or hitting a parked car. Call LESA on +356 2132 0202. LESA sends an officer to the scene, who writes an official accident report.

A car with foreign number plates is involved. Call LESA. Its Collisions Unit deals with these cases, including the paperwork.

What to do at the scene

  1. Stop as soon as it is safe, switch off the engine and turn on your hazard lights.
  2. Check for injuries, in your car and the other one, and give first aid if you can. If anyone is hurt, call 112.
  3. Take photos of both cars, the damage, the number plates and where the cars ended up, before anything is moved.
  4. Get the names and phone numbers of any witnesses before they leave.
  5. Fill in the accident form together with the other driver. Each driver fills in their own coloured section, you both sign, and you each keep a copy. Use one form per collision, and a second one if more than two cars are involved. Insurers in Malta supply this form, so ask yours for one to keep in the car.
  6. Move the cars to a safe spot nearby if they can be driven and it is safe, so they don't block traffic. In a front-to-rear collision this is expected, and you can be fined for blocking the road.
  7. Tell your insurer straight away and send them your copy of the form. If it is a hire car, call the rental company as well.

If your car has been towed

LESA has a Towing Notices page on its website. To get your car back, go first to the LESA office at Mater Boni Consilii Street, Fgura, and pay the fine. LESA then tells you where to collect the car.

Towed cars can be collected Monday to Friday 06:00–20:00, and on weekends and public holidays 06:00–17:00. For questions, call the Towing Service Unit on +356 2132 0202.

Paying or contesting a LESA fine

  • Pay a fine online with the "Pay Contravention" option on les.gov.mt. You don't need an account to pay.
  • Contest a fine by lodging a petition online on les.gov.mt, or call the Petitions Office.
  • Penalty points: if someone else was driving your car, the declaration form to name the driver is on the LESA website under "License Penalty Points".
  • An online account (eServices) lets you see all your fines, get reminders and receive tribunal papers by email. You can register with your eID.

Need help after an accident?
